The Position of Manager, HSE at the Habshan gas processing facility is a senior leadership deployment within ADNOC Gas O&M. This role directly handles complex industrial safety governance, managing everything from short-term emergency tactical execution to multi-year corporate strategy.

Unlike a field safety officer, this managerial track controls the plant-wide HSE Management System (HSE-MS), monitors massive departmental budgets, shapes organizational structures, and oversees dedicated Fire Services and technical mutual aid networks with neighboring industrial operators.

2. Key Accountabilities & Responsibilities

HSE Policy Implementation & Risk Control

  • Contribute directly to developing and maintaining the company’s regional HSE policies, guidelines, and standards in strict adherence to ADNOC Group master protocols.

  • Facilitate the identification, assessment, and mapping of complex process hazards and environmental risks via continuous Hazard and Effects Management Process (HEMP) audits.

  • Lead comprehensive investigations into major plant-side incidents, tracking root-causes using analytical tools, and closing out structural actions from Level 1, 2, and 3 safety audits.

Fire Services Governance & Emergency Management

  • Directly manage the plant’s dedicated Fire Services division, acting as a core Emergency Response Team leader during complex facility crises.

  • Oversee the routine testing, preventive upkeep, and inventory strategy for fixed firefighting assets, mobile response trucks, chemical supplies, and high-risk protective standby tools.

  • Review, optimize, and execute emergency preparedness drills (including chemical leaks, plant fires, and critical gas cloud dispersion simulations).

Strategic and Financial Administration

  • Formulate and balance the annual HSE Department budget, ensuring structural funding is adequately funneled into high-priority mitigation and protective technologies.

  • Cascade core corporate KPIs down through the plant hierarchy, creating a transparent, performance-driven safety culture.

  • Coordinate with adjacent operators and internal corporate leadership, including regular reporting lines to the VP (Habshan & Bab) and SVP (Operations).

3. Candidate Qualifications & Experience Required
