Primary Responsibilities & Duties
The successful candidate will be tasked with executing day-to-day safety surveillance, managing compliance tracking, and implementing proactive incident prevention strategies across all assigned construction and operational fields. Core responsibilities include:
Comprehensive Site Audits: Regularly inspect, evaluate, and audit operations within the Industrial Cities Directorate and various QatarEnergy Contractors’ work sites to ensure an uncompromised zero-harm operational environment.
HSE Framework Enforcement: Supervise and enforce site-level adherence based on established Health, Safety, and Environmental Management System (HSE-MS) guidelines, safety permit-to-work (PTW) protocols, and strict contractor compliance requirements.
Standards Tracking & Integration: Align all field operations, technical systems, and contractor workflows with international benchmarks, specifically ISO 9001 (Quality Management Systems), ISO 14001 (Environmental Management Systems), and OHSAS 18001 / ISO 45001 (Occupational Health & Safety Management Systems).
Corrective Actions & Follow-ups: Meticulously record all field findings, near-miss observations, and non-conformance reports (NCR). Construct structured programs for corrective and preventive actions (CAPA), and lead comprehensive follow-up schedules until complete closure of identified gaps.
Hazard Control & Supervision: Identify potential environmental, chemical, or physical hazards on-site. Conduct Job Safety Analyses (JSA), analyze ongoing incident data, interpret risk metrics, and promptly communicate strategic, actionable solutions to senior management.
Toolbox Talks & Onsite Training: Organize and deliver daily toolbox talks, specialized safety orientations, and emergency drill simulations to educate contractor personnel on dynamic field hazards.
Required Experience & Qualifications
Candidates applying for this position must demonstrate a strong, verifiable foundation in industrial safety practices alongside a resilient background in the energy, petrochemical, or heavy engineering sectors.
Professional Experience:
Total Career Span: Minimum of 8 years of practical, hands-on experience working within the occupational safety, loss prevention, or environmental compliance field.
Industry Focus: A minimum of 5 years of dedicated experience serving as an active Safety Officer specifically within the upstream/downstream Oil & Gas industries, gas-to-liquids (GTL) plants, or high-risk Petrochemical Industrial City environments.
Educational Standards:
Academic Credential: Holder of a formal Diploma in Safety Management, NEBOSH IGC/Diploma, or an equivalent occupational health credential from a recognized institution.
Alternative Pathway: A verified equivalent combination of 8 years of intensive practical safety field experience, detailed with 5 years in an Oil & Gas or Petrochemical environment, will be strongly considered in lieu of a formal diploma.
Key Skills & Competencies
Multinational Communication: Exceptional written and spoken English language skills. The candidate must be completely comfortable leading safety meetings, writing detailed audit logs, and administering protocols within a diverse, multinational workforce environment.
Supervisory Leadership: Proactive supervisory, administrative, and leadership skills, showing a natural capability to influence contractor behaviors, resolve safety conflicts, and drive safety culture initiatives on the ground.
Technical Proficiency: High computer competency across core office software, including MS Word for reporting, Excel for data tracking, Access for database management, and PowerPoint for safety presentations.
Analytical Aptitude: Demonstrated ability to evaluate data trends, compile professional audit logs, interpret risk metrics, and summarize safety compliance reports for stakeholder review.
