Overview

Qatar Fabrication Company builds and executes multimillion-dollar offshore Oil & Gas projects out of its Ras Laffan yard, and this role sits right at the point where a bid either wins or loses on the numbers. Reporting to the Operations Engineering Manager, the Cost Estimator is responsible for turning tender packages into detailed, defensible cost estimates that stand up through the entire bid and execution cycle — from jackets and topsides to bridge structures.

Responsibilities

  • Review customer/bid tender packages to fully understand scope of work, specifications, and schedule — raising clarifications with the client where the package is unclear
  • Interpret contract price forms and break down unit rate versus lump sum pricing
  • Translate the operations engineer’s bid strategy into a clear technical execution plan, covering build sequence and methods
  • Coordinate directly with Operations, Production, Shop Engineers, Yard Superintendents, Planning, Welding Engineering, QA/QC, Construction Support Engineering, and Procurement to pull together accurate inputs
  • Identify any new equipment needed to execute the scope and obtain costing through Procurement
  • Prepare RFQs for any portion of scope that can’t be done in-house, then run bid evaluations to select the most competitive subcontractor
  • Perform quantity take-offs and estimate workforce, rental equipment, and material costs
  • Build detailed estimates using standard rates, historical yard performance, or first-principle calculations where no benchmark exists
  • Compile the full estimate and walk it through management review until final sign-off
  • Document the full basis of estimate, along with assumptions and communications made during bidding, so the record holds up when the project moves into execution
  • Maintain a historical estimate archive and track actual performance against past bids to refine future benchmarks
  • Compare actuals to original estimates, investigate variances, and recommend benchmark revisions where needed
  • Bring forward new ideas and process improvements for the estimating function

Requirements

  • Diploma or Bachelor’s degree in Mechanical Engineering, Structural Engineering, or an equivalent field
  • 5+ years’ experience in offshore construction, specifically with structures such as jackets, topsides, and bridges — including a working understanding of their components and construction methods
  • Strong engineering drawing reading skills
  • Excellent written and verbal communication
  • Confident working across Microsoft Office, PowerPoint, Excel, and PDF-based documentation
  • Proven ability to hit tight deadlines and adapt to shifting scope, whether the change comes from the client or internally

Salary

7,000 QAR per month
