Job Overview
Refinery and petrochemical operations carry real safety stakes every single day, and this role exists to keep that risk under control across all RPI sites within the Central Safety scope. Reporting to the TL Central Safety, the Senior Engineer Safety is responsible for assessing safety performance, building out operational safety plans, and embedding safety systems directly into how facilities and equipment are designed — always measured against industry best practice and OQ’s HSE standards.
Core Responsibilities
Safety Performance & Strategy
- Critically assess RPI safety performance and translate findings into strategic and operational safety plans
- Design and implement safety systems, procedures, and equipment integrated directly into product or facility design
- Identify and analyze potential hazards, developing solutions to mitigate or eliminate them so systems consistently meet regulatory standards
- Provide technical and engineering safety support across all sites, plants, and facilities, including the Terminal and any new project locations
Policy, Systems & Reporting
- Lead development and rollout of safety objectives, policies, SOPs, and strategies that satisfy all procedural and legislative requirements
- Work across departments to ensure the HSE Management System is properly implemented
- Own development and communication of the RPI HSSE/Sustainability Performance Letter and Report
- Partner with other specialists to set and monitor annual safety targets, identifying business impact and building control strategies for continuous improvement
- Build strategic safety plans aligned with RPI performance data and OQ’s broader HSSE strategy, using the P.D.C.A. improvement cycle alongside Safety, Environment, and Fire Services teams
Stakeholder & Incident Management
- Maintain working relationships with the HSE Committee, trade associations, and regulatory authorities across all RPI sites, coordinating with the Communication Department
- Take ownership of all safety aspects of the RPI HSEMS
- Lead or participate in critical incident investigations, providing expert technical input on root causes and sustainable fixes
- Work with Fire Services and Environment teams to ensure serious safety risks are identified and mitigated
- Support major and minor projects and facility changes by identifying and addressing safety risks early, applying sound understanding of the Management of Change (MOC) process
Risk Assessment & Compliance
- Provide technical support for Hazard, Risk, and Impact Assessment studies tied to facility expansions
- Apply QRA, HAZOP, HAZID, and What-If methodologies to give expert risk advice
- Oversee contractor management to ensure company safety requirements are consistently followed
- Lead implementation of ISO 9001, 14001, and 45001 certifications
- Audit and verify safety reports for accuracy, and supervise timely reporting in line with company and department standards
Training & Team Development
- Prepare technical material for safety training and ensure HSE trainers can deliver against the full training matrix
- Develop safety competency criteria to raise skill levels across relevant personnel
- Guide the team through cultural change focused on HSSE objectives
- Mentor and coach team members to build their long-term competencies
- Work confidently with safety software tools to support HSE data analysis
- Take on additional tasks as assigned by the line manager to support department goals
What You Bring
- Bachelor’s degree in Engineering (relevant field)
- Excellent written, read, and spoken English; native Arabic desirable
- 6–8 years of relevant experience, ideally within Refinery, Petrochemical, or Petroleum processing environments
- Strong grounding in core safety procedures and occupational safety fundamentals — hazard/risk assessment, PPE, behavior-based safety, machine safety, confined space entry
- Experience running HSE audits, with working knowledge of ISO 45001 and RC14001
- Solid understanding of risk management methods, HAZOP-style studies, and contractor HSSE management procedures
- Strong grasp of incident management, HSSE performance management, and Permit to Work processes
- Familiarity with Omani HSSE regulations
- Confident with MS Office, QRA, P&ID/PFD review, root cause analysis, and technical report writing
- Self-motivated, able to set priorities independently and work with minimal supervision
Compensation
- 800 OMR per month
