Job Overview

KEO International Consultants is seeking an experienced Senior Quantity Surveyor (Commercial) to join its team on a major mega project in Riyadh, Saudi Arabia. The successful candidate will be responsible for cost management, commercial administration, procurement, contract management, financial reporting, and risk management throughout the project lifecycle.

Key Responsibilities

Cost & Commercial Management

  • Prepare cost estimates, project budgets, and financial forecasts.
  • Prepare and measure Bills of Quantities (BOQs).
  • Monitor and control project costs throughout the project lifecycle.
  • Conduct life cycle costing and value engineering exercises.
  • Assess the commercial impact of technical and construction requirements.

Contract Administration

  • Administer construction contracts in accordance with applicable contract conditions.
  • Apply knowledge of contract forms such as FIDIC, JCT, NEC, and other standard forms.
  • Draft, review, and negotiate contractual documents.
  • Apply knowledge of contract and construction law principles.
  • Manage claims related to delays, disruption, and extensions of time.
  • Support dispute resolution through arbitration, mediation, and adjudication.

Procurement

  • Manage tendering processes and evaluate contractor and supplier tenders.
  • Recommend suitable procurement strategies, including Traditional and Design & Build approaches.
  • Negotiate with subcontractors and suppliers.
  • Support procurement planning and commercial decision-making.

Measurement & Valuation

  • Prepare interim valuations and payment certifications.
  • Assess and price variations and change orders.
  • Apply relevant measurement standards, including SMM, POMI, and CESMM.
  • Measure and quantify works from drawings and specifications.

Financial Reporting

  • Prepare project cash flow forecasts.
  • Produce cost reports and cost reconciliations.
  • Prepare and agree final accounts.
  • Compare budgets against actual costs and identify variances.
  • Monitor overall project financial performance and commercial outcomes.
  • Supervise monthly project cost reports and contribute to consolidated monthly reports for clients.

Technical & Software Skills

  • Use quantity surveying and estimating software such as CostX, Bluebeam, Buildsoft, and WinQS.
  • Use advanced Excel for cost modelling, analysis, and financial reporting.
  • Apply BIM principles, including 5D cost integration.
  • Work with ERP and project management systems such as SAP, Oracle, and Primavera.

Risk Management

  • Identify, assess, and allocate commercial and project risks.
  • Monitor contractual, financial, and commercial risks.
  • Manage insurance requirements, bonds, and other commercial instruments.

Construction Knowledge

  • Apply knowledge of construction methods, materials, and specifications.
  • Read and interpret construction drawings and specifications.
  • Understand relevant building codes, regulations, and industry standards.
  • Evaluate cost and commercial implications of construction requirements.

Qualifications & Requirements

  • Bachelor’s degree in Engineering or a related discipline.
  • Minimum 10 years of experience in commercial and project management.
  • Strong experience in quantity surveying, cost management, and contract administration.
  • Extensive experience on mega infrastructure projects is highly preferred.
  • Strong knowledge of construction contracts, procurement, measurement, valuation, and commercial management.
  • Excellent analytical, negotiation, reporting, and stakeholder management skills.
  • Proficiency in relevant QS, estimating, financial, ERP, and project management software.
