FM Supervisor Jobs in Dubai, UAE | Facilities Management Supervisor. Emirates National Schools are seeking an experienced Facilities Management (FM) Supervisor to oversee facilities operations, maintenance projects, asset management, contractor performance, and compliance activities across educational and commercial facilities in Dubai. The ideal candidate will have strong expertise in facilities management, building maintenance, project supervision, asset lifecycle management, health and safety compliance, and vendor management.
This role is responsible for ensuring the efficient operation, maintenance, and continuous improvement of facilities while maintaining high standards of safety, sustainability, and service delivery.

Key Responsibilities

Facilities Management & Operations

  • Review project designs from an FM and operational perspective for new developments.
  • Monitor construction progress, material submittals, and shop drawings.
  • Review and verify project handover documentation and closeout records.
  • Take over newly completed buildings and manage operational readiness.
  • Develop and implement facilities management strategies to optimize building performance.

Maintenance & Project Management

  • Manage refurbishment, renovation, and corrective maintenance projects.
  • Prepare scopes of work, technical specifications, BOQs, and RFP documents.
  • Develop annual and long-term maintenance plans for buildings and infrastructure.
  • Supervise Planned Preventive Maintenance (PPM) programs and contractor performance.
  • Oversee HVAC, electrical, plumbing, low-current systems, civil works, and building fabric maintenance.

Contract & Vendor Management

  • Manage and monitor contracts for:
    • Total Facilities Management (TFM)
    • Security Services
    • Cleaning Services
    • Pest Control
    • Landscaping
    • Catering Services
    • Waste Management
    • Student Transportation & Nanny Services
  • Ensure contractors meet KPIs, service standards, and contractual obligations.
  • Manage invoice processing and contractor payment approvals.

Asset Management

  • Maintain and update asset registers and inventories.
  • Conduct asset condition assessments and lifecycle evaluations.
  • Develop asset replacement and capital improvement plans.
  • Manage fixed assets including furniture, IT equipment, vehicles, and operational assets.

Compliance, Health & Safety

  • Ensure compliance with local regulations and international standards.
  • Coordinate with authorities including Civil Defense, Municipality, Ministry of Education (MOE), Ministry of Health (MOH), and other regulatory bodies.
  • Manage Quality, Health, Safety, and Environment (QHSE) programs.
  • Conduct facility risk assessments and implement mitigation strategies.
  • Monitor swimming pool safety, readiness, and regulatory compliance.

Utilities & Sustainability Management

  • Monitor electricity and water consumption across facilities.
  • Implement energy-saving and sustainability initiatives.
  • Review utility bills and coordinate with relevant authorities.
  • Develop programs to improve resource efficiency and reduce operating costs.

Administrative & Strategic Responsibilities

  • Prepare and manage annual operating and maintenance budgets.
  • Generate financial and performance reports.
  • Develop FM policies, procedures, and operational standards.
  • Support professional development and resource planning programs.
  • Coordinate facility rental activities and event support services.
  • Liaise with technical teams and project departments to support operational objectives.

Required Qualifications

Education

  • Bachelor’s Degree in Engineering or a related technical discipline (preferred).

Experience

  • Minimum 5 years of supervisory experience in Facilities Management, Building Maintenance, Property Management, or a related field.
  • Proven experience managing contractors, maintenance operations, and facilities projects.
