Role / Job Purpose

The Project Manager – Government Tenders & Transport Operations will lead and manage the lifecycle of government-contract tenders and oversee the transport/fleet operations associated with those contracts. Your purpose is to secure high-value transport & logistics tenders, ensure operational execution meets contract terms, optimise fleet utilisation and drive project profitability.

Key Responsibilities

Research, prepare and submit bids for government and large-scale tenders in transport/logistics domain

Manage contract negotiations and coordinate with regulatory, governmental and internal stakeholders

Oversee transport operations: fleet deployment, maintenance schedules, driver coordination, safety and compliance

Monitor project performance, ensure contractual KPIs (timing, cost, quality) are achieved

Develop and maintain tender databases, bid logs, project budgets and cost-control measures

Collaborate with finance, operations, fleet maintenance, logistics and other teams to ensure smooth execution

Implement best-practice processes in transport operations and compliance with tender requirements

Lead, mentor or coordinate with a team of operations staff and tendering support staff

Required Qualifications & Skills

Minimum Bachelor’s degree in relevant field

Proven 5-7 years of experience in transport/operations management and tender management, ideally in Oman or GCC

Strong knowledge of government tender processes in Oman, contract law and logistics/transport operations

Excellent project management, negotiation and communication skills

Ability to analyse costs, optimise resource utilisation and deliver to tight deadlines

Familiarity with fleet operations, maintenance management, transport logistics

Comfortable working in a multicultural team and governmental stakeholder environment

Proficiency in English; Arabic language skills an advantage

Salary & Market Insight

The average monthly salary for a Project Manager in Oman is around OMR 1,845/month.

For this role (5-7 years experience, transport/tender focus) a competitive salary range would be OMR 1,500–2,500/month, depending on skills, qualifications and contract value.

Location & Work Conditions

Based in Muscat, Oman — office-and-field hybrid, depending on project/tender phase

Some travel within Oman may be required (project sites, government offices, transport hubs)
